It is also important to be aware of what resources students have access to, in terms of educational materials and also teaching staff. This is likely to be specific to each individual student.

Most importantly, communities need to be consulted to ensure they have the opportunity to make decisions about what would best suit their own learning needs, and have the opportunity to direct their own future.
